well i use a program called Macromedia Dreamweaver. Its makes everything pretty easy. There are also ways to use code to do it, but I don't know a lot about that. I think there are websites that can help. Good Luck
You also need to buy a domain name (basically the url for your website) but its not terribly expensive. Also if you want a much easier way, there are large websites like geocities that will host your website and show you how to edit it.
I think [link] is a good one for a free website.
